This flag features a variant of the U.S. Maritime Commission’s symbol. It was awarded in conjunction with the Maritime “M” award and is usually shown flying on the same hoist in the superior position.

As reported in NAVA NEWS (#190), the WSA pennant (image example) was based on a written description that turned out to be slightly wrong. An award pin photo was submitted that shows the initials aligned on a diagonal and a white fimbriation around the blue ball.
